The Bitcoin Treasury Policy (Document 4), once finalized, will define an internal ceiling on Bitcoin holdings as a share of total company assets, set with margin below the 40% threshold under the U.S. Investment Company Act of 1940 — a binding ceiling the board may lower but not raise without a formal, recorded amendment (Constitution, Article 6.2). Until Document 4 is published, no ceiling figure is shown here.
